各區政府，市政府各有關部門：

為深入貫徹落實黨中央、國務院關于加大營商環境改革決策精神，按照市委、市政府的工作部署，現就進一步優化我市營商環境，提高企業開辦效率，提出以下工作要求：

一、指導思想

深入貫徹落實黨的十九大精神，按照習近平總書記關于加大營商環境改革力度的重要指示精神和黨中央、國務院相關部署，結合首都功能定位，堅持問題導向、堅持首善標準、堅持改革創新，以商事制度改革為抓手，大力推進簡政放權，持續深化“放管服”改革，減環節、縮時限、降成本，圍繞提供優質公共服務精準發力，著力解決營商環境“最后一公里”問題，激發市場活力和社會創造力，推進建設現代化經濟體系、促進高質量發展，構建更為便利的企業開辦環境。

二、工作目標

2018年3月底前將企業開辦的必備流程環節精簡至4個，企業開辦時間壓縮至5天，提供優質公共服務“準入又準營”。其中工商登記事項辦理不超過3天，刻制印章不超過1天，申領發票不超過1天。各區立足自身實際，積極開展縮減辦理環節、壓縮開辦時間、降低開辦成本工作。加快推進企業開辦全面網上辦理，搭建市級企業開辦網上服務平臺，涉企審批及服務事項納入網上平臺，達到國際先進水平。

三、工作安排

(一)建設區級企業開辦大廳

各區依托區級政務服務中心設立企業開辦大廳，涉及企業開辦事項一窗受理，實現“只進一門，只對一窗”。 積極推進開辦大廳標準化建設，工商、稅務部門應進駐開辦大廳，并合理配置印章刻制、銀行開戶等服務。涉企審批事項實現“一窗受理、后臺流轉；一次申報，全程辦結”。以購買服務方式，增加行政輔助人員，實現“一站式服務”。

(二)建立市級開辦企業網上服務平臺

大力提升“互聯網+政務服務”水平，開通涵蓋企業開辦各類事項的一窗式網上辦事服務系統“e網通”，按照“一數一源、信息共享、協同辦理”的原則統一部門間信息共享交換標準，打通不同層級、不同部門信息系統之間的共享通道，逐步實現企業開辦事項網上辦照、在線申領發票等環節協同并行辦理。

(三)優化工商登記程序，提升注冊便利化水平

全面推進“證照分離”“多證合一”改革，進一步精簡企業登記文書表格材料，實現經營范圍標準化。進一步優化名稱預先核準制度，實現名稱自主預查全市全覆蓋。大力推進企業登記“全程電子化”，實現公司登記全范圍、全流程網上辦理，逐步擴大電子營業執照應用范圍。

(四)提高辦稅效率，實現企業初次申請當日領取發票

推出初次申領增值稅發票快捷辦理服務，進一步簡化優化納稅人增值稅發票申請領用流程，推行稅控設備費用網上繳納，大幅度壓縮發票申領時間。符合條件的納稅人只需一次前往辦稅服務廳，1日內即可領取、發行稅控設備，領取增值稅發票。國地稅實現聯合辦公的窗口，相關手續在1天內完成。不涉及地稅部門業務的，企業不需到地稅部門單獨辦理登記手續。

(五)進一步提高刻制印章效率

公安部門加大和工商部門網上數據交換力度，完善公章刻制即時自動備案機制。對新開辦企業免費發放印章。

四、工作要求

(一)加強統籌協調

由市工商局牽頭，市級各相關單位成立提高開辦企業效率工作專班，統籌推進提高開辦企業效率優化營商環境的有關工作。各區參照市級工作機制建立區級工作專班，制定提高開辦企業效率工作方案。

(二)加強宣傳引導

各相關部門要做好宣傳工作，通過政府網站、新聞媒體、微博、微信等多種載體，對改革中的熱點難點問題予以及時解答、回應，讓市場主體、中介機構和社會公眾充分了解改革政策，形成支持改革、參與改革的良好氛圍。

(三)加強實施保障

進一步加強窗口服務人員隊伍建設，配足服務窗口工作人員和資源，保障窗口服務順利高效運行。要對優化企業開辦事項進行有針對性的培訓，提高工作人員能力和水平。

(四)加強工作落實

各部門要切實落實已出臺的各項政策，堅決兌現向社會的承諾事項，全力保障首都營商環境持續優化。
